November 11, 2010
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs Riazi, Tevault, Eldridge and Watson.

Mayor Callahan noted and thanked the Veteran’s for their service on Veteran’s Day.
Town Administrator Report
Mr. Warrington the leaf collection schedule on the website is current and the Town’s Public Works Department is on schedule. The audit has been completed and distributed and the auditor will be at the next Worksession to discuss details.
CM Watson inquired as to the status of the Youth Development Program. Mr. Warrington responded that he had a conference call coming-up with the contrator.
CM Watson do we need to make Ethics Committee appointments and Election Supervisor approintments? And how long are they appointed?
Mr. Warrington we need Ethics Commission appointments from Ward 1 and 3 and the Mayor has one appointment to make for an Election Supervisor. The other two Supervisors will be up the following year.
Mr. Colaresi we do have a three year term, but there is not a need to re-appoint an Ethics Commission representative after that term unless a vacancy occurs.
Mayor inquired as to the status of the Auto Shop on Maryland Avenue.
Mr. Warrington noted that this commercial operation was just outside the Town’s limits and that the Town had made its initial inquiry about its legality in August 2009. Recently, the County indicated that all violations had been corrected, but after another letter, with pictures asking for verification, resulted in the County issuing additional violations. The Town is waiting for a response from MNCPPC Planning division regarding the non-conforming use and U&O permit.
Police Department Report
Chief Robshaw was not present due to the holiday.
Committee Reports
Barbara Pejokovich the Recreation Council Children’s Holiday Party will be December 4th. Santa Claus will be visiting and all are welcome. The Halloween Party was very successful. There were over 300 children and many parents were in costume as well.
CM Watson noted that the Cheverly Day is Saturday May 14th. This will be a month after our 80th anniversary. It is a parade year and the Mayor is the contact. We will have the beer garden and midway and anything you would like to do we will take all volunteers.
Ms Tevault the dance is the 13th and we are looking for any ideas. It is a lot of fun. We look forward to another sell out this year.
Ms. Cynthia Robinson of the Green Infrastructure Committee wanted to talk about this past Saturday’s “The Bay Starts Here” educational program held in the Cheverly Community Center. Wanted to thank the Girls Scouts, Friends of Lower Beaver Dam Creek, Progressive Cheverly Environmental Committee, the Teen Team from Roosevelt High School, Anacostia Shed Water Society, Parents of Spellman School, St. Ambrose Church and School, Neighborhood Groups and Team Caldwell for their efforts to install decals on our stormdrains throughout town. Our expo here was great and very informational. Wonderful activities with lots of kids involved. The exhibits and games involved the Anacostia Water Keeper, the Anacostia Watershed Society, Chesapeake Natives, Cheverly Community Gardens. Girl
Scout Group 437, CPRC, the Cheverly Green Plan, Cheverly Tree Commission, Friends of Lower Beaver Dam Creek, Cheverly History Club, Jug Bay Sanctuary, Progressive Cheverly Environmental Committee, the Womens Club and the Town of Cheverly Council. Theresa announced the winners of the Day Trip on the river contributed by the Bladensburg Marina along with a gift pack from ARI: Angela Alcier, Michael Giese, Joyce Lang, Terry Graham and Mary Jane Coolen. Ms. Robinson wanted to thank Mr. Callahan for all his hard work on this program. Great to see the number of youth involved from the town. Mayor Callahan the offer is still available for you to use the front display cases in the lobby to put up your displays.

Mayor and Council Announcements
Mayor Callahan for the Worksession on the 23rd we have: a discussion of the FY10 Audit, the building use policy, absentee voting, FY 11 Budget Revenues and Expenditures, PGHC meeting review, National Park Service meeting review.
CM Eldridge there is a planned meeting with Senator Ramirez and it might be good to have a synopsis of that as well.
CM Tevault on December 12th, CPRC will be having a holiday party, which I will host. It is a pot luck from 4-6 and we are looking for people who play an instrument that would be great.
CM Riazi I wanted to thank the Police force for their coverage of Halloween. I wanted to note that the raising of the flag at Veterans Day was great and we should remember that we have a lot of Veterans in Town that we should remember them. Our tree lighting ceremony is December 3rd and we invite families to come to the Community Center and I am looking for any of the youth of town that play an instrument that would be willing to perform. Please contact me for that. The last thing is to look at the possibility of starting a program to reach out to the Senior Citizens of our Town. Please contact me if you are interested.
CM Watson the Thanksgiving market is November 20th.
Mayor Callahan please take a look at the brand new flag that is 19x10, which was donated by the American Legion and it is pretty impressive.
CM Eldridge is there a date for the Holiday Decorating Contest? Mayor Callahan I think that I would go for Monday the 20th. I think that 7-9 would work.
Introduction O-1-11 Amending the Parking Section
Mr. Colaresi this Ordinance is more of a housekeeping matter. What we are doing in this Ordinance is recognizing the promulgation of regulations regarding your parking portion of the Town Code. It puts the public on notice that we do have regulations that deal with how to cover commercial vehicles. It adds technical language.
CM Eldridge this has been something that residents mention regarding the patchwork methods that people use to cover lettering and equipment. The goal is to provide some guidance for folks who have commercial vehicles.
Discussion – Amending the Gast Park Master Plan
Mr. Warrington the Mayor and Council have before them a request for the installation of equipment at Gast Park. We originally thought it may be of such a small impact that we would not need to amend the Master Plan, but with the pieces of adult equipment to be added, we felt a Public Hearing was warranted. What we will do is send a mailing to the homes abutting Gast Park and advertise for a Public Hearing at the December Town Meeting. This will allow the Mayor and Council to obtain input and make a decision whether to make the amendment. The amendment will also have to be accompanied by a budget adjustment since these costs, about $9,000, were not in our FY 11 Capital Improvement Program.
Mayor Callahan if we did the public hearing in December then we could move immediately?

CM Eldridge I have had some conversations with folks that live around the park and some raise the intent of Gast Park. I have noticed that a lot of parents are exercising while their children play and this may enhance the park user’s experience.
Mayor Callahan we have asked for a letter of approval by the CPRC.
